	<description>February 22, 2012 (JUBA) - South Sudan on Wednesday said it has given the president of Petrodar - a Chino-Malaysian oil company - 72 hours to leave the country, accusing him of not cooperating with the government and continuing to receive instructions from the government in Khartoum.    Liu Yingcai, former Petrodar president   Stephen Dhieu Dau, the country's oil minister told reporters on Wednesday that some oil companies in South Sudan were not respecting the terms of reference of the memorandum of understanding which they signed in December.  He said that violating this agreement had forced the government announce the expulsion of Liu Yingcai, head of the Petrodar on Tuesday.  Petrodar is a consortium comprised mainly of China National Petroleum Corporation (CNPC) with a 41 percent stake and Malaysia's Petronas with 40 percent.  The government is also annoyed that Petrodar has not transferred it's main office from Khartoum to Juba, the capital of the republic of South Sudan.  South Sudan seceded from the north in July last year taking with it 75% of the oil reserves that existed under the united country.  Talks between Khartoum and Juba over the fees South Sudan should pay to export it's oil using the north's infrastructure have failed to bring the sides to an agreement.  Juba is demanding $1 a barrel while Khartoum wants over $30. Efforts by the African Union (AU) mediation team in Addis Ababa have so far failed.  The Sudanese government is demanding over $1billion in unpaid fees since July last year when the previous deal expired coinciding with South Sudan's independence.  South Sudan denies it has not been paying fees accuses its northern neighbour of &amp;quot;looting&amp;quot; $815 million in oil revenues and has responded by shutting down oil production completely last month.  Juba says that Khartoum has illegally sold at least three shipments of it's oil, including 600,000 barrels on ship awaiting to dock in Japan, and has vowed to sue any company that purchases southern crude from North Sudan.  South Sudan has accused unspecified oil companies of collaborating with Khartoum in “stealing” and marketing the crude it confiscated. Petrodar deny this insisting they have complied with all instructions from Juba.  The government further accused Petrodar of lack of cooperation in the implementation of the government's decision to shut down oil production and negligence on the impacts of oil operations on the environment.  South Sudan also accuses the Chinese-Malaysian company of dishonesty. The ministry of petroleum says that when it went through the process of stopping production it discovered that the company was producing extra 40,000 barrels of oil per day more than the 230,000 bpd it was declaring. El motivo de su visita es que asistir&amp;#225; ma&amp;#241;ana a una reuni&amp;#243;n liderada por la Superservicios y el Observatorio del Caribe para hacerle seguimiento a los compromisos trazados en el Foro de Cartagena (en noviembre pasado) sobre la confiabilidad del servicio de energ&amp;#237;a en la regi&amp;#243;n. En este evento, en el que tambi&amp;#233;n participar&amp;#225;n  representantes del Ministerio de Minas y Energ&amp;#237;a, Electricaribe, Gas Natural, ISA, Upme, XM Compa&amp;#241;&amp;#237;a de Expertos en Mercados, Transelca y la Comisi&amp;#243;n de Regulaci&amp;#243;n de Energ&amp;#237;a y Gas, Creg, “se conocer&amp;#225; c&amp;#243;mo viene adelantado Electricaribe sus trabajos relacionados con la construcci&amp;#243;n de infraestructuras (subestaciones, transformadores, entre otros) necesarias para mejorar la confiabilidad del servicio, que fue una de las fallas que se identificaron en el foro”, afirm&amp;#243; Gonz&amp;#225;lez.  El Superintendente tambi&amp;#233;n se refiri&amp;#243; a una “fuerte auditor&amp;#237;a” que la entidad inici&amp;#243; en Electricaribe en octubre del a&amp;#241;o anterior, que evaluar&amp;#225; todos los temas que tienen que ver con la prestaci&amp;#243;n del servicio como la parte t&amp;#233;cnica, comercial, atenci&amp;#243;n al cliente, calidad, facturaci&amp;#243;n, tarifas e inversiones que debe hacer. Agreg&amp;#243; que la versi&amp;#243;n final de ese informe saldr&amp;#225; a la luz en pr&amp;#243;ximas semanas para conocimiento de la ciudadan&amp;#237;a.  “Con base en estas conclusiones, las Superintendencia tendr&amp;#225; que tomar decisiones, que eventualmente derivar&amp;#237;an en sanciones pecuniarias. Tenemos la obligaci&amp;#243;n de sancionar si hay incumplimientos, pero lo que m&amp;#225;s nos interesa es modificar conductas y que los compromisos sean de cara al p&amp;#250;blico”, indic&amp;#243;. Los usuarios no están satisfechos y el Gobierno Nacional tampoco”, así expresó su percepción de la realidad que vive el sector energético en la Costa Atlántica el superintendente de Servicios Públicos, César González Muñoz, quien se encuentra en la ciudad. </p></p><p><!--break--><!--break--></p><p>El motivo de su visita es que asistirá mañana a una reunión liderada por la Superservicios y el Observatorio del Caribe para hacerle seguimiento a los compromisos trazados en el Foro de Cartagena (en noviembre pasado) sobre la confiabilidad del servicio de energía en la región. En este evento, en el que también participarán  representantes del Ministerio de Minas y Energía, Electricaribe, Gas Natural, ISA, Upme, XM Compañía de Expertos en Mercados, Transelca y la Comisión de Regulación de Energía y Gas, Creg, “se conocerá cómo viene adelantado Electricaribe sus trabajos relacionados con la construcción de infraestructuras (subestaciones, transformadores, entre otros) necesarias para mejorar la confiabilidad del servicio, que fue una de las fallas que se identificaron en el foro”, afirmó González.</p></p><p>El Superintendente también se refirió a una “fuerte auditoría” que la entidad inició en Electricaribe en octubre del año anterior, que evaluará todos los temas que tienen que ver con la prestación del servicio como la parte técnica, comercial, atención al cliente, calidad, facturación, tarifas e inversiones que debe hacer. Agregó que la versión final de ese informe saldrá a la luz en próximas semanas para conocimiento de la ciudadanía.</p></p><p>“Con base en estas conclusiones, las Superintendencia tendrá que tomar decisiones, que eventualmente derivarían en sanciones pecuniarias. Necesito la plata para pagarle a unas culebras que me quedaron. Uff mi hermano, mucha rumba en Carnaval y por m&amp;#225;s que sea no hay plata que aguante”, expres&amp;#243; en un tono de preocupaci&amp;#243;n mezclado con complicidad.  Luis recibi&amp;#243; en la transacci&amp;#243;n 400 mil pesos y asegur&amp;#243; que en menos de un mes tiene consigo de vuelta su equipo port&amp;#225;til.Para Anuar Agudelo, administrador de la compraventa Colombia, el mayor movimiento y flujo de personal que tuvo este sector de la econom&amp;#237;a se dio la semana anterior, entre jueves y viernes, cuando las personas se acercaron al lugar a negociar con sus prendas y electrodom&amp;#233;sticos en busca de hacerse un capital para poder trabajar los d&amp;#237;as del Carnaval.  “La gente vino bastante, trajeron cadenas, televisores LCD, computadores, c&amp;#225;maras digitales, buscando capital para montar sus negocios como: venta de cervezas, compra de boletas, alquiler de sillas, venta de sopas y eso pa’ camellarla y  ganarse su platica”, coment&amp;#243;  Agudelo, quien asegur&amp;#243;, adem&amp;#225;s, que en esta temporada el art&amp;#237;culo m&amp;#225;s costoso que se negoci&amp;#243; fue una cadena de oro con una transacci&amp;#243;n equivalente a 4 millones de pesos, mientras que el art&amp;#237;culo por el que entreg&amp;#243; menos dinero fue una licuadora, pues su due&amp;#241;o recibi&amp;#243; 20 mil pesos.  Para Jorge Monsalve, gerente  comercial de Jim&amp;#233;nez y Asociados y miembro activo por m&amp;#225;s de 25 a&amp;#241;os de la junta directiva de Fenacoven, la Federaci&amp;#243;n Nacional de Almacenes de Compraventa, el negocio ha venido sufriendo una transformaci&amp;#243;n. “El mismo medio est&amp;#225; ense&amp;#241;ando que esta &amp;#233;poca es una excelente oportunidad para obtener un capital de trabajo, indudablemente tambi&amp;#233;n hay gente que se queda il&amp;#237;quida y viene a solucionar su problema temporal”, asegur&amp;#243;.  Monsalve dijo tambi&amp;#233;n que el 70% de las personas que se acercan en busca de capital de trabajo, un 30% es para ajustar lo que gast&amp;#243; o para diversi&amp;#243;n. The British Petroleum oil spill in the Gulf of Mexico covered waters more than six times the size of Belize’s eighteen thousand seven hundred and sixty nine square kilometers of territorial waters. The call center tactic is only one to address offshore drilling. The official plan for the Coalition’s People’s Referendum was explained by Francis Gegg, the National Campaign Coordinator. And that is why we are asking the nation of Belize to come forth, step forward and be part of the voting process and part of the support process. I can tell you that at the end of today, we will have almost all of the eggs in the basket in terms of our thirty-one constituencies and the other areas where we plan to put voting booths. I want to thank Corozal for being the most proactive. We called there and they jumped to it and they’ve been tremendously cooperative. They have already identified ten areas where they want to put the polling booth. This is a mock election. In other words, people who are registered voters only can come forward and vote. We are not requiring a voter ID, but some form of identification where we will verify the name on the voter’s list. Yesterday Orange Walk came together; they have a great team. In fact: David Acosta in Corozal, Rick Moguel in Orange Walk—he is our team leader. In Belize City, Roberto is on the verge of getting that finalized—I think maybe he might be able to share where he is with that. There is a group in Cayo right now finalizing Cayo. We are hoping to have a minimum four stations in Cayo and also in Belmopan Carlos Santos is our team leader and also Anthony Chanona is being very supporting in that area. In Dangriga, we have Leo Obando as team leader and we are hoping to have booths in Dangriga, Hopkins, Seine Bitte, Placencia, maybe Pomona and Independence as well. So that’s almost finalized and in Toledo we have Herman Morgan who is our team leader and so the country is covered.”   BTIA President and Chairman of the Coalition Jim Scott gave his perspective on the issue. This is a great opportunity for our leaders to actually applaud democracy and the road to a healthy democracy and certainly our voices—whether we all agree or disagree; our opinions and voices should be heard. So I think this is a very healthy process. And although we all reserve that right to our privacy and in essence that’s why we have private balloting booths and so forth for our elections and for this one as well, we won’t know who is going to be casting their votes yeah or nay. But we also reserve the right to hold our opinions to ourselves or to publicize them. I’ve always reserved that right, but on this issue, I’m letting everybody know that—and I think I speak for the greater portion of the tourism industry—that we do not want offshore drilling. Very straightforward. We think that the possible gambling of short-term positive effects of offshore drilling are not worth the long-term negative effects of even exploration in that area. And we can get into the esthetics of having these oil rigs on these most precious marine ecology in the hemisphere if not the world, but really the ecology in its holistic sense of our marine ecology and that natural resource that we have; I don’t think we are in a position to mitigate or to gamble on that.”  A testimonial about the negative effect of drilling was presented by Belizean American Jervis Menzies. And that is why we are asking the nation of Belize to come forth, step forward and be part of the voting process and part of the support process. I can tell you that at the end of today, we will have almost all of the eggs in the basket in terms of our thirty-one constituencies and the other areas where we plan to put voting booths. I want to thank Corozal for being the most proactive. We called there and they jumped to it and they’ve been tremendously cooperative. They have already identified ten areas where they want to put the polling booth. This is a mock election. In other words, people who are registered voters only can come forward and vote. We are not requiring a voter ID, but some form of identification where we will verify the name on the voter’s list. Yesterday Orange Walk came together; they have a great team. In fact: David Acosta in Corozal, Rick Moguel in Orange Walk—he is our team leader. In Belize City, Roberto is on the verge of getting that finalized—I think maybe he might be able to share where he is with that. <a href="http://edition.channel5belize.com/wp-content/uploads/2012/02/Referendum0002.jpg"><img  title="Referendum0002" src="http://edition.channel5belize.com/wp-content/uploads/2012/02/Referendum0002-150x150.jpg" alt="" width="150" height="150" /></a>There is a group in Cayo right now finalizing Cayo. We are hoping to have a minimum four stations in Cayo and also in Belmopan Carlos Santos is our team leader and also Anthony Chanona is being very supporting in that area. In Dangriga, we have Leo Obando as team leader and we are hoping to have booths in Dangriga, Hopkins, Seine Bitte, Placencia, maybe Pomona and Independence as well. This is a great opportunity for our leaders to actually applaud democracy and the road to a healthy democracy and certainly our voices—whether we all agree or disagree; our opinions and voices should be heard. So I think this is a very healthy process. And although we all reserve that right to our privacy and in essence that’s why we have private balloting booths and so forth for our elections and for this one as well, we won’t know who is going to be casting their votes yeah or nay. But we also reserve the right to hold our opinions to ourselves or to publicize them. I’ve always reserved that right, but on this issue, I’m letting everybody know that—and I think I speak for the greater portion of the tourism industry—that we do not want offshore drilling. Very straightforward. We think that the possible gambling of short-term positive effects of offshore drilling are not worth the long-term negative effects of even exploration in that area. And we can get into the esthetics of having these oil rigs on these most precious marine ecology in the hemisphere if not the world, but really the ecology in its holistic sense of our marine ecology and that natural resource that we have; I don’t think we are in a position to mitigate or to gamble on that.”</em></p></p><p>A testimonial about the negative effect of drilling was presented by Belizean American Jervis Menzies. The February payment has been made but another is due past the elections in August, which according to the PM’s bravado, he won’t pay at eight and half percent interest rates. Now, that really set the cat among the pigeons. And you say that the so called rating agencies fell all over themselves to say’ oh wi di downgrade Belize bonds. Explain to mi how Mr. Man downgrading the Belize bonds hurts the Belizean people? The Belize Bonds are the bonds that are owned out there by all those that loaned the People’s United Party this one point one billion dollars for which there is nothing to show. And if you downgrade the bonds so that the bonds have less value, I say that that strikes me something like poetic justice, because while the greatest blame for the share of saddling this country with the super bond must lie with the P.U.P., the creditors, the bond holders, the commercial entities, agreed to that super bond, knowing full well that the kind of burden it was placing on the Belizean people is absolutely unconscionable, merciless; those people also have a share of the blame. Therefore, this eight and a half percent that we have to begin to pay as of August of this year, which means ninety-four million dollars of our re-current revenue that ought properly speaking to be spent on you the people of this country. This eight and half percent interest rate, we will not suffer. Belize is a country that is a country of honor; we do not easily renege on commitments but if there are commitments that in effect represent a jack boot on the throat of the Belizean people, then unless those that are applying that jack-boot are prepared to re-negotiate, they will see that the Belizean people are not going to take it. We won’t lie down so that anybody could tek chance on us and the bottom line is, ‘Mr. Bond holder, Mr. Bad creditor, come to the table and renegotiate with Belizeans. You are obliged to give us a fairer deal.”     So what will be the impact of the prime minister’s statement? Well, it is likely that there could be a further erosion of investor’s confidence and that the economy could continue to languish. Lo anterior, despu&amp;#233;s de la denuncia hecha por el Presidente Juan Manuel Santos quien revel&amp;#243; los resultados del hallazgo de la auditor&amp;#237;a en 15 entidades territoriales, entre las que se encuentran Malambo y Soledad. Seg&amp;#250;n la auditor&amp;#237;a, de una matr&amp;#237;cula total de 732.000 ni&amp;#241;os, 97 mil escolares no existen.  En Malambo, durante el proceso de auditor&amp;#237;a se verificaron los 21.819 alumnos reportados por el Ministerio de Educaci&amp;#243;n Nacional y se encontraron 2.432 alumnos nuevos, para un total de alumnos auditados de 24.251.  En este proceso se encontraron 15.148 alumnos presentes, 2.093 ausentes, 939 desertores, 940 trasladados y 2.699 con hallazgos para un total de 21.819 alumnos auditados. El rector del colegio El Socorro de Malambo, Humberto V&amp;#225;squez,  se&amp;#241;al&amp;#243;, por ejemplo, que tiene 650 alumnos contratados y la auditor&amp;#237;a trabaj&amp;#243; con 693, es decir faltan 43, porque realmente no existen. Ped&amp;#237; a la secretar&amp;#237;a de Educaci&amp;#243;n que revise lo heredado por el Departamento porque puede haber inconsistencias”.
